That seems a little excessive. Train crew aren't trained to locate many FRA issues when doing an airtest. In fact our carmen don't even find all of them all of the time. I witness this regularly when a train is ready to depart until the FRA shows up. They will spend 4 or 5 hours on the train inspecting everything and find a few extra defects that the carmen missed. It's not nearly as easy as you suggest. Those cars (which I assume have been sitting for years stranded) needed some repairs before they moved. Seems logical.
