Just stay on public property and you should be be fine. Get a few miles out of town wnd it would be lots better for scenery. There are still places at the east end of the bridge--including a new overpass a few blocks east of it. I only went over it once, but I think that there's a sidewalk (it's NOT a "freeway" overpass). The west side of the yard is still paralleled by public roads with places to legally pull off. (Just watch out in the "downtown" area south of the Amshack. Pasco is not a horrible place as far as people go, but that area is the roughtest in the Tri Cities). As long as you stay out of the yard proper, you should be fine with security--even though RR security is a fairly humor-less bunch and can be cranky.
