Bob2 is essentially correct, but the @#$%& is in the details and since the cat is out of the bag some clarification should be given. What California's will come to see is not likely to be as drastic as a literal 15% cut in rail service.
Caltrans has been asked to conduct exercises examining what effect a cut of up to 15% in the operating budget would cause. As some trains perform at significantly lower performance than others, cutting much fewer than 15% of trains would realize the savings sought. Also, some bus routes are not performing well and may see service reductions or elimination. There are opportunities to enhance revenue by improving scheduling. Reducing some other non-train expenses would allow trains to continue running.
Nothing is in stone at this point.
Bob2 is correct about the irony of working on seeking all these available federal capital funds while at the same time cutting operating budgets. However, this is nothing unique. This same scenario exists for virtually every transit agency in the country!
