Here is a good summary of the 16 points covered in the decision. The judge backed CHSRA in 12, and found for the plaintiffs in 4. Three were mostly focused on the problem that the UP has said that they do not want to share the right of way from Gilroy to San Jose. CHSRA will have to amend the EIR to discuss this. The fourth point is that the judge found the treatment of vibration caused by HSR to be incomplete.

I know that media is spinning it as a huge loss. I do not think it is true. There is, however a big issue with UP that needs resolution.
