First of all, none of the repairs were completed for replacing axles. Also, one of the axles is under condemning limits. It appears that the 40 was illegally ran pulling excursion service. I'm quite confused because it is illegal to run a locomotive when it has been bad ordered and the repairs weren't completed. It is against the CFR when a known condemned part is noted. I'm quite disappointed.
