There's also the not-so-small matter of the arson investigation, and that will put any cleanup efforts on hold until the investigators have had a chance to look at all of the physical evidence (if they haven't already). Besides, the pollution cased by this incident isn't any worse than the crap that's already been dumped into the air and the river over the years by city residents and the farmers downstream.
