After reading the studies for the NCH and the Pioneer, it's painfully clear that the host railroads want absolutely no part of this and that's why they're claiming they'd need all of those RofW improvments. I mean, come on. Double tracking Babb to Fishtrap so the eastbound and westbound North Coast Hi's don't have to meet like trains have been doing since the dawn of time? The host railroads *clearly* tried to give Amtrak sticker shock with a super high bill to get started and if $1B+ to start up the NCH doesn't shock Amtrak silly, I don't know what will.
