The lone Dash-9 could have been set out bad order, or was on a Waste Management trash train. These run the main line to Arlington then down to a landfill on the branch south from there.

Like anything else on UP or any other railroad, operational requirements will dictate the mode of operation. For example, if there are a dozen locomotives leading a train, it's probably to balance power somewhere, etc.
