But in the typically more conservative 4th Division, Marks, seen as the jobs candidate, apparently won out over Ash and Penn, both of whom campaigned on a heavily recreation-based platform. Marks has questioned the scale of the proposed marine terminal -- expected to require $36 million through revenue bonds for the first phase. That position appears to be less supportive of the proposal than Commissioner Dennis Hunter, who is stepping down from the 4th Division seat after 20 years of service."
