What makes anybody think that the railroad is going at this alone? It is certainly possible that the company storing the cars is also involved in making sure their product and their liability is secure... (Geez!!!!) Yes, it is possible to safely secure chlorine, just like it is possible to safely secure any other hazardous cargo/substance.
And why is Stan's attitude bad? Isn't the American capitalist system, everything that we as Americans hold near and dear, built around growing a company and it's profits? As long it's done safely and securely so as not to harm people, why should anybody except for Stan be concerned with how he runs his railroad? Of course, I guess this all boils down to NIMBY's. Not In My BackYard! Seems like the public (and the the politicians) all seem to think that what a company does to make money is all well and fine as long as long as it's not next to them. Again, as long as it is done safely, why should it matter?
