Chlorine cars are at a minimum double walled cars, with either a 3rd wall or insulation in between the layers, I've worked some spectacular derailments where the cars didn't leak a drop.
(Yeah, I know occasionally one gets opened, but when you see what it took to do it, you will know a mere bullet won't do it.) Stan has stored empty chlorine cars at various points on the line for years, personally, if no one had said anything, I doubt anyone would have noticed if they were loaded or empty. Personally, I wish the sidings were still in in Pullman, that would be my choice for a storage site.
