Sorry; Richard has it right. There is half a sentence on the OCTA site under 'Future Expansion' in their 'Metrolink' section that refers to Fullerton and expansion of turning facilities. It also mentions a new parking garage at Fullerton. I assume tracks are being added on the south side where the more southerly(east actually)narrow parking was. Last time I rode the train the fences along the old UP R-O-W towards Anaheim were being altered.
