Tim-- Unfortunately Sir-- You are incorrect in your assumptions...
Those "lattice" poles held up the span wires for ONE side of the OA&B//IER
catenary wires. Flat top ,round steel poles on opposite side of tracks.

The Fruitvale Power House distributed 13,000 volts to THREE substations..
Fruitvale, West Oakland, and Thousand Oaks...

To get the 13,000 volts to West Oakland and Thousand Oaks, a very "high level" aerial crossing was made over the Oakland Estuary (San Antonio Creek), between two giant towers.
This is well documented in written publications and in numerous photographs.
This aerial crossing was quite a "landmark" for many years because of the sight of these high voltage wires crossing over the mid-point of the Estuary.
There should be a photo in Bob Ford's book.
