I think Metrolink's biggest probelm is that it has a mindset to sub-contract almost everything. I think it figures that it can sub-contract its way out of liability when things go wrong, such as the Chatsworth disaster.
Ah, if the world only worked that simply.
Another problem is that they like to sub-contract everything out but then they also like to micro-manage everything to a point where it angers all of its sub-contractors and vendors. Rumour has it that they're having to buy new cars from Korea because Bombardier is so pi$$ed off at them they no longer want them as a customer. The micro-managing and nit-picking was too intense.
