Unfortunately, a lot of sub-contractors will cut corners and sacrifice safety in response to whatever pressure the contractor is exerting. Most of the time, the reason they do it is because, if they don't, they're fearful that they'll lose the contract when it comes up for renewal.

It's a goofy arrangement and is even quite dangerous to a traveling public that doesn't have a clue as to what's going on.
