Boardman & Centrailia Coal future??

Since Washington's Govenor is about to sign a new law passed by lawmakers that will virtually prohibit utilities in Washington State from buying power generated by coal fired power plants (preventing global warming), anyone have reliable information on the impact this will have on the Centrailia Power plant and the Boardman Power Plant. I can see the plant in Centrailia closing myself. Anyone studied the impact of this new law yet?
