RE the Centralia plant, if the new WA legislation only covers where the power comes from and not the emmissions of plants in state, I would imagine that the Centralia plant would have no problem selling their generating capacity to someone else out of state.
In this day and age, energy in general is a real seller's market. If you won't buy it, someone else will.
As someone who's done a little work in the generating industry, an engineering student and a "concerned citizen" I am dismayed by the legislative and social responses to the dual issues of greenhouse gas emissions and oil/hydrocarbon dependency. This vague post-industrial sort of information-technology-consumer-economy we seem to be striving for is going to require more generating capacity, not less. This is going to require vast increases in the use of solar and wind tenchologies for sure -- and it's going to mean upgrading HE installations for efficiency, not tearing them out, more clean coal technology, not a moratorium on all coal burning and, the elephant in the room that nobody wants to mention, a huge reliance on nuclear power.
It's easy to think and talk green, but actually going green may end up being the biggest industrial project ever conceived. Legislation like the new WA bill will do little to help solve the problem.
I think I'm preaching to the choir on this thread, though.
