Port of Tillamook Bay

Out at Manning, Ore., today, and saw some changes - five covered hoppers out there, BN and AEX (Albany Eastern). Why are they there? I assume they are in storage, but POTB had to pull dozens of wood chip cars off the line to put them there. That makes no sense. WHy not just leave them in front of the wood chippers? THere is plenty of room. Also, they have added a derail switch at Manning (presumably to keep the five hoppers - which are disconnected by the way, not in one long string of five but two here, one there, two more there, but all within a quarter mile ~Very odd). THe derail switch was not there a month ago.Anyone know what's up with that, and who is switchingh the storage cars? Also, any hope of the line ever being reopened to Tillamook?
