Maybe, maybe not. Legalized gambling may offer the appearance of bonus tax revenues, but that money comes from somewhere-- from the pockets of people who lose at the casinos. Those people aren't going to be buying other things, aren't going to be hiring anyone, and so other tax revenues will be lost. I would say a state is better off just raising taxes in the old way than legalizing gambling. I suppose it's a question of what's more unpopular....
