That's an intriguing but probably expensive way to deal with the displacement problem. But maybe someone who is more familiar with the area can suggest a way to cross the Garlock fault at grade.

To wit: Is the Garlock fault in that general location running right thru a peak that absolutely has to be tunneled?

The supporters of the current CHSRA route scheme are obsessed with the idea that the hsr has to go thru Palmdale, but I fail to see why that is crucial. Palmdale can be served by regional rail. Not everybody can be on the hsr if you want express service on a direct routing.
