Actually the Corps couldn't have picked a better time to do this rehab on the locks. With the economy expected to be in the doldrums for the next 2 to 4 years (hopefully no longer!), UP and BNSF will not have the "strained capacity through the Gorge" excuse to deny running the little guys' grain shuttles to the deep water ports. The railroads have excess capacity all around right now, might as well try and fill it up with some temporary haulage.
