I had a feeling that something like that was happening. I rode those cars in San Jose, they seemed to be considerably quieter than the Siemens cars in Sac. primarily due to the PCC type wheels. It would not surprise me to find out that the "Management" of RT was trying to do this "on the cheap" as they have from the start. The "No money to do it right but always money to re-do it" credo must be written into their charter. I stay here for the entertainment value alone.
