This is part of Al Gore's "reinventing government" program. The changes were made so the federal gov't could auction off frequencies to various wireless providers. Changes were made to all levels of the spectrum and the narrowing hasn't improved bleed over, and in some cases has made it worse. Digital transmissions simply shut off when bleed occurs so many don't think it is happening when it is, some cities where I have worked things are packed so tightly we have had to return our data to hard wire rather than fight the crowded spectrum to try to get reliable data transmissions.
