As you point out, it is a good idea to "get the facts right". However, to do so in this case, requires you to go back to early in the first Clinton term, when he signed an international treaty, as part of worldwide changes in allocation of the radio spectrum - pushed by the good old USA of course.
These spectrum changes are nothing knew. It happened to the FM band once early in its history, requiring everyone to buy new radios. It also happened to the TV spectrum twice before. This last one was the third time, and the most disruptive - and radical, as it changed nearly the whole spectrum from DC to xrays.
It could have been beneficial - if it had been done right. But. . . . . .
You may also recall the literal sea-change in FCC rules and regulations legislated that same year at Clinton's demand - basically deregulating the whole damn communications industry - and trashing your previously held rights to receive and listen to anything broadcast, without having to pay first. And yes, both the demicans and republicrats joined in.
It's been one grand cluster f@&k after another - ever since!
