As a lawyer, I have to say that, although the language is a bit sloppy here and there, this is a pretty good complaint. The plaintiff definitely has "something to talk about," as we say in the trade.

One thing I hadn't heard about was that HSRA is openly saying to the Feds, "Well, even if we don't get a high-speed line built, we can use the track for some other rail purpose." The voters were told they would get, and expected to get, a high-speed line, not some marginal improvements in everybody's commuter railway.
