Stupid laws should be changed. We cannot afford to have this project basing design decisions on Kopp's delusions and certain contractors cost plus profit schemes as the current legisation seem to "require". We need to make decisions based on real needs and good cost benefit analysis, which this project has known nothing of.
Even so, this project has been so mismanaged, even within the dumb constraints of the enabling legislation, that most the planning monies spent over the last 10 years have been largely wasted. Thus, we cannot even make realistic decisions to begin to fund project with monies that were supposed to stinulate jobs to get us out to this recession, not the next one.
We deserve an affordable and sustainable high speed rail passenger system. A system designed to meet real needs and designed based on proper cost benefit analyis. A system with effective oversight and proper management responsible to the taxpayer, not the contractor. So we need to reform CHSRA now, and change the stupid legislation, if necessary.
