No, it's just the opposite of the pressure air system used in the US. With vacuum brakes you have to let the air into the brake pipe in order to apply the brakes. The real questions are whether South Africa has any air brake standards like the US Power Brake law, whether this railway co was following them, and the lack of handbrake issue.
