The real kicker for me is that, as stated in the article, "Ninth Avenue has been re-striped and converted into the city's official bike route, but many riders still use Westlake, now a two-way street." That proves the city knew about the hazards for bikes and DID something about it! If a biker now chooses to use Westlake, they do so at their own risk.
