We do need ID cards in the US, they are usually in the form of drivers licenses or state issued equivalents for non-drivers. Social Security cards are often now required, especially if you want employment, Birth Certificates are becoming a must have, also.
These may not be the "Internal Passports" issued by the Soviet Union, but, the Authorities maintain the right to check them at their will.
PS I had to show my SSAN, birth certificate, DL and a piece of unopened dated US Mail with my address on it, just to establish a checking account at a local bank.
