Scary Video of "Track Inspector"

The link below will take you to a very scary video of a person on the rails of a very busy multiple track right-of-way. The title suggests the person is a track inspector, and he appears to be wearing a hard hat - but I can't imagine a real track inspector - a railroad employee - doing something like this.
