That spur is the Ballard Terminal Railroad. You may find this article from 2008 useful:

Its possible that the BTRR is now down to just one major customer, Salmon Bay Sand and Gravel (cement), but I can't find a current reference.

FYI, BTRR also operates in Woodinville and Puyallup.
