SMART Against Lifting NCRA Emergency Order

For those supporters of the NWP and NCRA that think SMART
is helping them, you ought to read the August 2nd letter
from SMART General Manager Lillian Hames to the FRA.

Here's a quote: "...we do not believe that the Emergency Order
should be lifted until such time that a new operating agreement
is in place ..."

I thought they had one already. SMART appears to not like
the progress (or lack thereof) in their negotiations with
the NCRA for a revised agreement and so is trying to use the
FRA to keep the NCRA from starting up.

And I thought these two agencies were "cooperating."
