That's a contractual issue, which I don't believe has anything to do with the content of the Emergency Order. I don't think this will be sufficient cause by the STB to stay the operation for another 6 or 8 months/years while these people continue to dither and pander on an issue not part of the Order? She appears to be responding/pandering to the very same people on her board who are anti SMART-rail haters and nimby's. Ah our modern politics, it does make for some real strange bedfellows?

It's just another one of these Marin County things, from an easily confused and overly pampered place, where they teach their children to hate Thomas? THE EVIL TRAINS MUST BE STOPPED!
