Well...being somewhat familiar with the Portland Traction....I would consider the 4001 an interurbann so far as PTC is concerned.
Except for a minimal amount of street running to reach the westside terminal, a short stretch down SE 4th Avenue between Ivon and Caruthers, and the Oregon City line down the main streets of Gladstone and Oregon City, all remaining trackage was open track good for 45 mph.
Between East Portland and Golf Junction line was double tracked as it was from Golf Junction to Reeves on the OC line; single tracked from Golf Junction to Gresham and Boring with numerous passing tracks with spring switches at both ends.
Interurban service lasted until January, 1958. Freight service continued to Oregon City until 1968; Gresham until the MAX light rail was built and the line to Boring until 1988; operations between East Portland and Milwaukie Industrial Park are conducted by Oregon Pacific.
4001 an Interurban???? In my mind...DEFINATELY!!!
