High speed rail isn't the answer to every passenger situation. I don't know if you've followed California's HSR project, but it's sucked up all the money that could solve current pressing problems and get us an intermediate solution to a lot of our transportation woes. we won't ride on a HSR train in my lifetime (I'm 65).
I don't know the level of detail that went into Wisconsin and Ohio's previous program planning, but somewhere in the process the voters deserve a rigorous cost/benefit analysis. My guess is that the rigor wasn't there so there's no rebuttal to these gov's' arguments. And it's not like they kept their opinions cryptic, voters elected them with their eyes wide open.
Sometimes, in spite of itself, California does it right by putting the program before the voters. I don't think the California gov would be able to unilaterally kill HSR here (although some of us might welcome such an action). The voters/taxpayers have spoken and I don't think there's been similar elections in WI or OH.
