I suspect the response you received is because of the nature of this operation. It's contracted out to a non-union switching company (note the NOCR reporting marks above the unit's number on the side of the cab) and my understanding is that BNSF employees who would've otherwise been entitled to this work have been "keeping a close eye" on the operation. Someone taking pictures will likely draw suspicion, resulting in contact.
