So the remaining question is whether it was a NOCR employee or a BNSF employee. I'm not sure whether the white pickup had a BNSF logo on the side or not (maybe NOCR uses those trucks too).

A purely speculative idea about the reason for the contact: If the crew were not following procedures to 100%, cutting corners somehow, they might be anxious about being caught on camera.
