It is not obvious if this article was based upon quotations from LTK's report as furnished by Tom Matoff or based upon an interview plus the the report. The staff authors of such reports start with stacks of data, then quote them exactly, then extrapolate them exactly. The results confirm the "old saying": Lies, damned lies , and statistics. When such reports are discussed, there quickly becomes a time to use approximations, and also watch carefully for resulting absurdities. Such as demonstrated above.
