In the early 70s, the 21 sat in Larkspur (Marin County) with some passenger cars along the NWP (oops--I said it!). I always assumed it was part of a tourist railroad plan that didn't pan out. I believe the 21 then migrated to McCloud, where further grand plans didn't come to fruition, either. It seems the engine has really made the rounds; hopefully, things will work out this time.
