The deal still exists. DM&E/CP may still build into the Powder River Basin. If they do, then CP pays a bonus to the previous owners of DM&E.

Watch for a huge change in coal traffic out of the basin regardless. The dragon in China needs more raw materials, including coal. Not only is there talk of new US west coast coal export terminals, but there is also discussion of new exports from the east coast to satisfy the demand for coal elsewhere in the world because of their loss of traditional supply to China.
