In general, I agree with your comment. However, one exception comes to mind: police officers. Their job requires them at times to do all of these things at one time: Talk on the radio, listen to the response, plan a tactical approach in your head before arrival, dodge traffic when driving with lights/siren turned on, read computer updates on the MCT, and a few other things. Humans *are* capable of multi-tasking, but only when they are: a) trained, and b) do it every day. But for the average Joe Citizen, you're right---most people can not multi-task and will appear to be a DUI driver while talking on the phone.
