Chain requirement location are not the snow line. Its the point where chains can be put on in a safe location on wet pavement before reaching the snow and ice. Mostly its been at Kingvale which is about 6500. Kingvale is the last pullout before the summit, so if its sticking at the very top, then you have a good drive with chains on wet pavement, thus why I80 looked so bad before they redid the pavement
