Why not the SP&S Astoria Line - the underlying land is owned by ODOT who has some sway into the operations, and given all the free state money that P&W has gotten, including to upgrade the line for the non-existent ethanol trains, surely P&W would be willing to have a private operator run on it (provided that P&W was in no way responsible for the train or any mishaps.)
