Well, five bucks is better than the $96. I had to pay, for the Federal Guvemnt to background check me, so I could keep a Hazardous Materials Endorsement on my Commercial Drivers License, that I had already had for 20 years !!! Because after all, when the terrorists hijack a loaded gasoline tanker & blow it up at the Super Bowl, I'm sure they will take the time to get their HM endorsement first. They wouldn't think of driving illegal now would they ?!?
As well, virtually no trucking companies paid for their drivers to get the background check, even though most require a HM endorsement as a condition of employment. Well, at least they don't THINK they paid for it; I know mine did in the form of more overtime & sick days. :-)
