Good question.
BNSF, UP and Amtrak all have their own training programs that don't require an applicant to enroll somewhere else first. So I suppose that leaves Sounder (I'm not familiar with how they're crewed, so please enlighten me) and shortlines/regionals/contract switching companies as potential candidates. How many of those are there in the PNW that need new employees on a ongoing basis? Enough to support starting up a training company? Maybe your first step should be to write up a proposal that includes a cirruclum and send it around to the various outfits, and ask them if they'd be interested in hiring graduates from such a program, or help support it.
