Sounder Commuter trains are crewed by BNSF engineers & conductors. I believe the jobs are bid every 6 months. I know a senior BNSF engineer,( now retired ) who bid onto the run, then bid back onto his old Tacoma - Portland long - distance local. Although he liked the daytime hours, it was a cut in pay for him. I'll ask him the exact details of BNSF's staffing agreement w/ Sounder.
As for PNW shortlines, we have Washington Central, Eastern Washington Gateway, Puget Sound & Pacific, Oregon Pacific, Portland & Western, Central Oregon & Pacific, Albany & Eastern, Cascade & Columbia River, Butte, Anaconda & Pacific, Eastern Idaho, Idaho Northern & Pacific, Willamette & Pacific, Palouse River & Coulee City, Pend Oreille Valley, and a few others I've probably overlooked. Switching outfits include WATCO, Peninsula Terminal, & Ballard Terminal.
