I think the idea has plenty of merit and will be good for the derelict areas of East Oakland.
Infact, I have a better idea for the "Trail Name" :

James O'Brien, the project's manager at the transportation commission, could appoint noted railfan 'John Stashik' as the Trail Manager. "Stash", in turn, who is self-employed, could build a new structure sitting across the r-o-w when the Trail reaches Davis Street in San Leandro. He could then establish a new Locksmithing Business in this structure entitled
"Stash's Locks & Keys" ... The Trail, then, would forever be known as the "KEY ROUTE" !!
