According to their press release:
"Crash Energy Management (CEM) system proposed, adding increased safety over the level specified by SMART and the level required by the Federal Railroad Administration (FRA)"
"Fully FRA-compliant (no waivers required)"
That means these are heavy-rail vehicles, and under present regulations there isn't any prohibition against them sharing the same tracks as freight trains. These look like they are a similar to Colorado Railcar's design that WES bought (Second highest bidder US Railcar is Colorado Railcar's latest reincarnation.). At over $3 million each, I hope they are worth it. (By comparison, the last price I heard for one of MPI's commuter locos was $3.5 mil.)
Rochelle, Illinois has a long railroad history - I believe that was the home of Whitcomb Locomotive.
