HSR in CA has a life of its own. In a time of economic collapse in a broke and dysfunctional State, HSR carries the irresistible mystique of "creating jobs", which is reinforced by a spend-crazy president and congress who want to throw billions of $$$ at HSR to "create jobs". No matter how stupid, unnneccessary and impossibly difficult to realize, HSR in CA has more momentum than common sense, and nobody can find the brake lever. But then, it's doing as well as any government program can be expected to.
