Eel River Canyon part of the line is probably too expensive to ever rebuild and maintain all the way from Willits to Eureka so even if nobody opposed the new tracks there's probably not enough money to pay for the project. Finding money to pay for all the commuter and Capitol Corridor / Pacific Surfliner projects is hard enough. There's a far better return on the dollar for projects in heavily populated areas so that'swhere the money should go.
There's probably not much money to build formal trails along the route but that won't stop people from hiking along it at their own risk.
Enforcing no tresspassing would be expensive and probably a low priority for law enforcement
I rode the Eureka Daylight or what ever they called it back in 1985 and I'd love to see trains there again but I don't think it'll happen
